What we checked: The repo moved to github.com/robinheghan/elm-phone-numbers. Rebuilt with git archive from commit 49a9d0a559a7 of https://github.com/robinheghan/elm-phone-numbers (zip prefix Skinney-elm-phone-numbers-49a9d0a/, America/Los_Angeles times): the zip is byte-identical to the one package.elm-lang.org recorded, SHA-1 dec622f861ae9b2f61cd6f8f879e381f0bc89f15.
The Lamdera compiler uses this copy and prints a one-line notice saying so. elm itself fails to download this version.
