Create a bullet chart.
Arguments: actual value, target value, maximum value (axis extent).

Set chart width in pixels. Default: 450.
Set chart height in pixels. Default: 120.
Apply a Theme.
Set the chart title (rendered left of the bar).
Set the unit label appended to axis tick values.
Show a skeleton placeholder instead of the chart while data is loading.
