Construct a Sidebar layout

    , panel = sidePanel
    }

Place the panel on the right side (default is left)

Make the panel sticky (stays visible while scrolling)

Add a gutter (gap) between the panel and content

Set the panel width in pixels

Render the Sidebar as an Element msg
