Convert number into ordinal number words.

toWordsOrdinal 0    == Ok "zeroth"
toWordsOrdinal 1.9  == Ok "second"
toWordsOrdinal 1000 == Ok "one thousandth"
toWordsOrdinal NaN  == Err NaNOrInfinty
toWordsOrdinal -10  == Ok "minus tenth"
