Rerouted (renamed, verified). The GitHub user or repository was renamed. The tag is still there, at the new name. The Lamdera package server serves a copy recovered from https://github.com/alch-emi/elm-kdl.
What we checked: The repo moved to github.com/alch-emi/elm-kdl. Rebuilt with git archive from commit 8364a6ebf408 of https://github.com/alch-emi/elm-kdl (zip prefix Alch-Emi-elm-kdl-8884690/, America/Los_Angeles times): the zip is byte-identical to the one package.elm-lang.org recorded, SHA-1 ac04c7f4cf70f96d7b9e0448d68ba667689f4b26.
The Lamdera compiler uses this copy and prints a one-line notice saying so. elm itself fails to download this version.

Tools for turning Elm values into KDL values
Encode a String into a value
Encode a integer into a value
Encode a float into a value
Encode a BigRational into a value
Encode a boolean into a value
The value #null
A KDL Node, containing arguments, properties, and children
Notably, this representation of nodes does not contain their name, only their
arguments, properties, and children. The name of the node will be encoded as
part of the document. If you wish to track a node's name as well, use the type
(String, Node).
A node without arguments, children, or properties
Encode a node with properties, but no children or arguments
Encode a node with arguments, but no children or properties
A fallback method for creating your own node encoders when you need a little more power.
A document with no nodes
Encode a document full of order-signifigant nodes
A document full of unique, order-insignifigant nodes
A KDL Value
These are the specific values used in argument and properties, like numbers and strings
